Oshaberi Terebi, a new Japanese service is behind the idea which has launched a public beta that offers real-time chatrooms to TV fans.

The users are given the option to join different chatrooms for every channel after downloading the software and starting a TV tuner. After doing that they can select avatars and start chatting with anyone who watches that show as well.
Yeah your guess is right, Oshaberi Terebei wants users to watch the mobile version of 1-seg, which is a well known digital TV in Japan and that can be added to a computer via flash drive in approx. £50.
At present, it seems that Chatterbox TV in Japan is limited to PC users but it has chances to make a nice move to mobile phones or TV sets with the Internet connection if it succeeds.
